I invaded an enemy world with troops and a general. The world had a starting colony population (approx 30mil). I am playing Dhayut so had policy set to enslave to penal colony. A passenger ship took off the remaining population, enslaved my general and all my troops and left the planet uninhabited.

I'd rather passenger ships always leave at least 1 mil pop on the planet when the enslave to penal colony policy is in play. I can then still strategically claim the planet and retain a garrison. Oh and I'd rather not have my top general sent off to a penal colony!

I'm assuming that you have your Character Locations set to automated. So I'm pretty sure your general is not enslaved - he's just been reassigned to the penal colony to recruit more troops there.

As you discovered, the Resettle population policy for colonies will currently allow all of the colonies population to be removed if their race is meant to be resettled. This can also happen with Extermination policy. This means you lose the colony (no more people there).

While technically correct (just following your orders!) this is usually undesirable. I'll add a change in the next update so that colonies pause Resettling or Exterminating when total population amount is below a certain threshold. In this way you will no longer lose colonies due to Resettlement or Extermination.
