The 70s-80s were a nightmare, the Golden Age of hooliganism. What we saw in the 90s, 2000s or even Russia & Poland was a pale imitation. No, they aren't ultrà (I think it's a bit different from hooligans...less istinctive & brutal, more organized with, why not, some economic interest; tickets, 'merchandise', trip organisation and more things like that...oh yes, maybe also brutal when the condition met), only 'normal' people. At least, I totally agree with your analysis. Now, only clients are admitted.
