After france has surrendered my PP goes down to: -32. And the turn before I had about 300 PP.

so, until this is solved, I can't play the game? I mean, are all campaigns broken? I played Germans grand campaign, and that is impossible to finish...

I'm not pretty sure what is the reason.
You might choose some options in events, please take a look at production, upkeep and events reports.
