What restrictions are there for a Russia DOW on Japan or vica versa from 1939. Is there something which triggers a Pact or peace or is it an agreement with the players that can end it only.

There should be, but it isn't included in the game yet.

There aren't any restrictions on declaring war. There's a much played option 50, that allows for a compulsory peace the first time they come to blows,but as I understand it, MWiF doesn't implement it properly yet.
