The early termination of naval combat caused by bombarding air units having no targets, either because their are no ships from them to bomb or because their bombing strength is reduced to zero by AA fire, is the most serious bug in the game at present that I am aware of. There are workarounds: If the problem is that one side has no ships, but does have fighters, and the other side has bombers, then: During air to air combat, never clear through any of the bombers. If you roll an AC or DC, change it by hand to NE. (You must have "Show die roll" set, which also allows you to change them.) Then, when the combat is done, abort the side with bombers. Aborting in naval air combat does not remove the air units from the sea zone; they will still be there for the next round of combat. Doing this will allow you to have a next round of combat. If the problem is that one side's bombers have their bombing completely negated by AA fire, instead, reduce the AA results so that one point of bombing gets through. This will produce nothing but A results; just have the ships make all their damage rolls. (Since there is AA fire, there will be ships in the sea zone with a damage rating less than 10, unless all the AA fire is coming from damaged units with a base damage rating of 9. I might believe that happening if I saw it, but I probably wouldn't believe it even then. ) If one side has no naval units and no fighters, and the other side has bombers, then you are stuck. There is no workaround that I am aware of. These workarounds are annoying, but allow you to do naval combat as the rules intended.
