When I was playing, I set up a cleanup mission covering the entire island. This is what I normally do in similar situations. The mission is ASuW patrol (Ground-only), then I assign whatever aircraft I consider spare/available to that mission with appropriate loadouts. The targets get detected, identified, and killed as the aircraft arrives. The aircraft then returns to reload, rinse, repeat, and this continues hopefully until the territory is clean, fully in background. This leaves me free to designate priority targets and manage whatever other aspects of the war there are. With your scenario, I got basically all helos sitting on top of their targets until bingo fuel; so that required micromanagement of, well, eight or so helos over multiple targets, kind of cumbersome to play. I then did a small scale test, and eventually filed it as another bug report - http://www.matrixgames.com/forums/tm.asp?m=3809325 - if you have ten minutes to spare you can download that test scenario and see what happens. In your scenario, I get the same effect as in the small test, multiplied by the number of helos. I guess this cannot be helped without some code change in Command.
