Input Requested From

The War College Members

May 5, 1942

Opening Note

As you may be aware, the Allies are very strong in India and have deployed certain commands further Southeast in India. Also, Australia is fairly strong and most of the ground forces deployed in Australia have been deployed along the Wyalla-Brisbane line and South thereof. Previously earmarked ground forces continue to pour into India and Australia. Tahiti is also quite strong now.

Accordingly, I am considering changing the Allied build-up priority from Inida, Australia, and Tahiti to the Aleutian Islands, Wake Island, Midway Island, and Ceylon.

I would appreciate all of your thoughts regarding some ground forces already deployed at certain Allied bases and ground forces earmarked for certain Allied bases.

Alaska & Prince Rupert

Presently, the following bases are each at a minimum Fort Level of 3 and each are garrisoned with a minimum of one Base Force, one AA or CD, and one Infantry Regiment:

Prince Rupert
Anchorage
Whittier
Seward
Kodiak
Dutch Harbor

Adak: Presently, transports are unloading one AA, one BF, and one Combat Engineer at Adak Island. A SEP Infantry Regiment is in route from Prince Rupert to Adak Island.

Amchitka: Presently, a USN BF is loading at Pearl Harbor, and an AA, Combat Engineer, and SEP Infantry Regiment are earmarked for Amchitka.

I realize that should the Japanese choose to invade Amchitka, Adak, Dutch Harbor, Kodiak, Seward, Whittier, or Anchorage, the Japanese can easily bombard said bases and supplying said bases would be troublesome.

Question Do you think the Allies should continue with Allied expansion plans for Alaska or do you think it would be wiser to divert the troops earmarked for Amchitka, Adak and Dutch Harbor to Seward, Whittier, and Anchorage?

Wake Island & Midway Island

Wake Island and Midway Island are at Fort Level 4. Both have a BF and AA. but little else.

A Marine Infantry Regiment has been earmarked for each base.

Again, I realize Wake and Midway can be easily bombarded and getting supply to Wake and Midway could be a nightmare.

Question At this time, do you think it is worth risking two Marine Infantry Regiments to put up a fight at Wake and Midway or do you think it would be wiser to leave them at Pearl Harbor?

Ceylon

Ceylon is very weak.

Presently, a U.S. Army Infantry Division is North of Australia bound for Colombo. Three U.S. Army AA units are also in route for Colombo.

Question Is it worth risking the above units to put up a fight at Ceylon or do you think it would be wiser to simply divert those units to India.?

End Note

I lean toward going forward with these plans to fight the Japanese at all of the above locations for the following reasons:

1.) As to the Aleutian Islands, Wake Island, and Midway Island: El Lobo may get nervous and divert troops to substantially garrison Hokkaido and the Kurile Islands. As many of you may recall, presently, the Allies don't have any plans to ever invade Hokkaido or the Kurile Islands. So, his troops would just sit there versus wreaking havoc elsewhere.

2.) Holding the Aleutian Islands, Wake and Midway Islands would put the Allies in a good position for when the Allies launch Operation Sea Shark presently scheduled for June of 1943 which entails hitting the Marianas Islands first, then continuing on to Yap, Babeldaod, Formosa, and Okinawa.

3.) Holding Ceylon would put the Allies in a good position for when the Allies launch Operation Land Shark presently scheduled for October 15, 1942 which entails hitting Burma first, then continuing into China, Manchukua, and Korea.

4.) It would take El Lobo substantial forces and he would expand substantial fuel and supply fighting to take the above locations and it would deny him substantial assets to capture Allied bases elsewhere.

5.) The Allies have to fight somewhere. The above locations have good defensive positions in terms of fort levels. Garrisoning the above bases might divert El Lobo's expansion plans, throw him off his pace, slow him down, and give him a tantrum which that Evil Emperor surely deserves.

I would greatly appreciate your thoughts on the above Allied tentative plans to garrison the above-mentioned bases.

Best Regards,

-Terry

In Alaska, if your rear bases have at least 250AV behind level 4 forts then it is OK to start beefing the forward bases.

Adak is the main base in the western island chain. Concentrate there and get 300-400 AV there once you can.

Build its bases to max and fill it with fuel and a sub tender and turn it into you main sub base for deployment against the Home Islands.

Even the S-Boats can operate in the HI from Adak.

As for Wake and Midway, a full regiment combined with a base force and AA unit may be overstacked.

I wouldn't commit regiments to them anyway as either is easily overwhelmed by a concentrated effort.

I would put Marine Defense battalions on each. Two on each if they can fit without overstakcing.

This at least, precludes them being taken by an SNLF and forces a decent commitment without the risk of losing a full regiment.

Hans-

Thank you for responding so quickly and thank you for your recommendations.

Wake & Midway

Dangit! I forgot about stacking.

Both islands have a stacking limit of 6,000 troops. Presently, Midway is garrisoned with 4,093 troops (the 116th USAAF BF and the 6th Marine Defense Battalion). Presently, Wake is garrisoned with 2,313 troops (the Wake (Det.) Defense Battalion and the Wake USN CPNAB).

The 7th Marine Regiment has 4,973 troops and the 9th Marine Regiment has 5,222 troops.

Accordingly, neither Wake nor Midway could take either the 7th or 9th Marine Regiment.

To make things worse, the 1st, 2nd, 3rd, and 4th Marine Defense Battalions are in Bathurst, Australia (waiting for El Lobo to invade Australia, but keeping in mind that eventually they will return with the other Marines in Australia to Pearl to prepare for Operation Land Shark kick-off. The 6th Marine Defense Battalion is already on Midway. I don't get the 5th Marine Defense Battalion for 27 days and the 9th Marine Defense Battalion doesn't arrive until October 1st.

This pisses me off considering I dumped around 23,000 supply and 10,000 fuel on both islands.

Ut oh! Maybe I'm the donkey Ghengis was referring too versus El Lobo.

*crossing Wake and Midway off my "Do List"*

Prince Rupert

Prince Rupert is close to your recommended specifications. Presently, the fort level is 3 (39%) with 516 AV. The AV would go down to 348 if the two Infantry Sep Regiments leave for Adak and Amchitka.

Alaska

The fort levels and AV in Alaska and the Aleutian Islands are as follows:

Anchorage: Fort 3 (39%); 139 AV

Whittier: Fort 3 (23%); 204 AV

Seward: Fort 3 (79%); 198 AV

Kodiak: Fort 4 (20%); 161 AV

Dutch Harbor: Fort 2 (97%); 161 AV

Adak: Fort 1 (1%); 12 AV

Amchitka: Fort 0 (10%); 0 AV

Note: Transports are unloading a BF, an AA, and a Construction Engineer. Further, the 147th (SEP) Infantry Regiment is loading at Prince Rupert bound for Adak. In a week or two, the AV at Adak will be around 150.

I could wait, but if I do wait, either El Lobo will beat me to these islands or the Allies won't have sufficient time to build-up the forts, ports, and air bases before El Lobo attacks.

And, now that Wake and Midway are off the "Do List", and the U.S. Army 148th Infantry Regiment arrives in San Francisco in 5 days; I am considering sending the 148th with a BF, AA, and Construction Regiment to Attu.

I highly doubt El Lobo has any designs for Kodiak, Seward, Whittier, Anchorage, nor Prince Rupert.

If El Lobo has any designs for the "North Country", I think his sights are set on Adak; and perhaps Amchitka and Dutch Harbor.

Ceylon

Hey, what are your thoughts regarding Ceylon?

End Note

Regarding the Aleutians, I have a tough decision to make.

Best Regards,

-Terry

Move all those base forces in Canada to Prince Rupert to build it as quickly as possible. There are also some Infantry units with engineers that could go there. He is not going to land at Vancouver, so move the troops from there, and any inland bases.

BBfanboy-

I have sent most of the interior Canadien Infantry to Prince Rupert. I think I left a brigade on Victoria Island. I have sent some of the interior Canadien Base Forces to Prince Rupert. I left a few behind to build forts and air bases at key defensive position. I did this as a safety measure in case El Lobo decided to invade Canada. If he does, U. S. Army troops will cross the border to garrison those key defensive positions.

Amazingly, the Chinese Repel the Japanese at Lanchow. The Chinese ground forces are terribly beat-up and have very little supply. The fort is 0. Their combined Assault Value is less than 100. I don't see how they could possibly withstand another deliberate attack.

Joc-

I think El Lobo is simply and methodically taking his time to efficiently expand his Empire within reasonable bounds. He knows he has the time to go slow.

Having said that, El Lobo is prone to taking calculated risks. So, he might just be lulling me to sleep to spring something sinister on me.

Best Regards,

-Terry

Still, a bit late I think. You still have Darwin and PM?

Joc-

Yes, the Allies still hold Darwin and Port Moresby.

El Lobo hasn't touched Australia, the Aleutian Islands, nor any of the Line Islands, New Caledonia, nor Figi. I still hold Akyab too and I am seriously thinking on heading down to garisson Akyab heavily.

El Lobo's major offensive has been China from day one.

Here is the strategic map as of May 18, 1942.

I am pleased with the build-up of forts, airbases, and troop deployment in India, Australia, Alaska, the Aleutians, and Tahiti. At the end of the month I will provide more details to The War College regarding the above.

I haven't decided yet where I will concentrate a build-up next. The following places are under consideration: Akyab, Darwin, Horn Island, Pago Pago, and Fiji. I really wanted to secure Wake and Midway Islands, but troop capacity restrictions doesn't permit much of a build up for those two islands.

Best Regards,

-Terry

Build up your outer perimeter with troops you can afford to lose. Not stop blocks but rather speed bumps. Then you build up the locations you really don´t want to lose with division sized forces (where SLs permit of course). Forts and terrain is a very good friend of yours!

I've been wanting to follow up on the advice I gave you on those two fly spec islands you covet.

Bear in mind that they are nothing more than outposts. With limited stacking capacity they can not hold a sufficient force to defend themselves without a CV TF guarding them.

They can be overwhelmed at any time you are not able to cover them with CVs, which for the most part is all of '42 and most of '43 anytime your CVs are elsewhere.

Yes they are nice outposts to have for NAV search to give you more advanced warning of an approaching enemy fleet, but they serve no real purpose beyond that.

Each is very isolated without surrounding supporting bases.

Your desire to hold them with marine regiments also seems a bit misguided.

Never forget that your marine regiments are the tip of your spear. They are your offensive punch.

They are more powerful when combined into divisions.

Use them for guard/holding duty only at major bases where you are marshaling a build up for a coming offensive.

The marine defense battalions are your guard post units.

It's time to start using all those troops you diverted from Aust. to Ind/Bur theatre. Akyab is a very nice pivot point for the allies to hold....just don't let it get flanked to north. If he hasn't hit Aust yet he isn't going to.
