Yes. The railroad is still Japanese controlled so you can not get the resource to a factory.

Any possibility that you made a undo and forgot to do it? Or you went back to change a rail move and forgot to do it after?

With me there is always a possibility I forgot something. But as and when you get a chance you can see from the save game I sent. Not that it matters as there is no link to Tsissthhharr or whatever anyway.

German markers to defence. Move one marker from offense to defence (I think it still is lowest, but do it anyway).

Any chance of getting a global map screenshot showing hex control? That would provide a nice overview of where the action is. Maybe two: one showing all active Axis and the other showing all active Allied units at sea?

AllenK or Mayhemizer, I am missing something with the defensive Garrison values but don't know what. Don't worry that the exact numbers don't agree with the game as I have forwarded to start of next turn and placed some dummy German units in Konigsberg - its the calculation that MWIF makes that is the issue.

Garrison value
Germany = 30.5
USSR = 38

Offensive Chits
Germany = 29
USSR = 26

When I add the two together, they agree with the Neutrality Information screen
Germany - 30.5 + 29 = 59.5
USSR - 38 + 26 = 64

But I do not understand the defensive numbers.

Defensive Chits
Germany = 21
USSR = 0

Garrison Value (It's 1941 so there is no amendment to the value)
Germany = 30.5
USSR = 38

So when I add the two together
Germany - 30.5 + 21 = 51.5
USSR - 38 + 0 = 38

This is not what the info screen states.

I believe there is something wrong. Germany was far away from being able to declare war (over 10 garrison) before turn end. USSR needed 6 more garrison to be able to declare war before turn end.

Can you confirm where it says this please in RAC - I'm really struggling here. I've tried the obvious searches but I'm not seeing it. Thanks

Edit - Right found it. I couldn't find it in RAC - because its not in RAC .

By going to the optionals there is an explanation and it looks like the calculation changes in the second half of the year (as Courtenay suggested). So I will manually check this now I know what I am looking for.

Edit 2 - Yep, MWIF calculation is correct. As the defensive garrison value drops from 1 to 0.75, the values are 43.875 and 28.5 for the Germans and Soviets respectively.
