The Naxxilian War Imperial Galactic Strategic Command, Vrilya 8 October 2413 Once again, beginning in June of 2403 the Empire began an extensive series of re-designs and upgrades to the existing fleet and military defenses as well as a near-total re-think of the entire Imperial defense strategy. Between 2403 and 2409 newly designed space ports were constructed over most major Imperial worlds; individual combatant ship classes were upgraded with new technology which gave birth to the ‘X’-retrofit; fleet doctrine was reworked leading to a near doubling of the size of a typical maneuver battlefleet (this as a direct consequence of the fleet engagements against the Naxxilians which ended so badly for the Empire); the Emperor explicitly authorized military expenditures to be “whatever they have to be”; the Privy Council authorized the Ministry of Intelligence to begin an extensive crackdown of internal dissent, especially among the business class and its sympathizers (for a brief time, Imperial finances were so strained that the private sector was actually losing significant revenue- eventually this was adjusted by way of adroit manipulation of tax policy); consequently, fleet doctrine was changed to allow for a full battlefleet to be in permanent defense of a space port- each and every space port. By late 2409 most of this effort had been completed (the Imperial resource distribution network and infrastructure was excellent, allowing for quick and smooth upgrades and construction just about anywhere within Imperial space); the one component remaining to be completed before a voluntary renewal of hostilities could be opened was the training of sufficient numbers of ground forces. Some time yet was required for the ranks of the battalions to be filled; so it was that beginning in 2410 serious attention began to be focused on the source of the Char Dilba Authority’s rapid climb to pre-eminent economic power. The answer was surprising. The Second Shakturi War had ended when giant kaltors dispatched from the Bio-Engineering Facility on Clotoa had eradicated the last Shakturi through exposure to the Xaraktor virus. Due to various factors, colonization of Vilmuueni 3 (the Shakturi base) had not been contemplated. Now, however, it was discovered that Vilmuueni 3 was inexplicably inhabited by some twenty-one billion beings and was now a Char Dilba Authority colony. Not only that, but the colony was found to be contributing enormous resources to the Naxxilian efforts throughout the Galaxy. This revelation changed the Empire’s impending war strategy completely. Once it was known what possession of Vilmuueni 3 entailed, that planet became the lynchpin of Imperial war strategy, supplanting forever the doleful Daidalun 1. As there was still time for preparation, forces were redeployed to be nearer the Vilmuueni system when the attack began. The Naxxilian homeworld had been targeted with Xaraktor virus on several occasions from 2410-2413; even though the Char Dilba system was relatively near to Imperial space no collateral infection occurred on Imperial colonies. While there was no confirmation of this, it was hypothesized that the large Naxxilian fleets destroyed the kaltors relatively easily before they wandered very far. When at last the order was given to commence the attack against the Char Dilba Authority once again, militarily the Empire was a transformed creature from the last time. This time, STRATCOM was prepared to go force-on-force against the Naxxilians for as long as necessary; the Privy Council, Senate and Emperor were psychologically prepared for the possible consequences; the economy was primed for war, and it was understood that the war plan was built around fighting one enemy alone- the Char Dilba Authority. All responsible parties understood that they would be scrambling in the event that the coming conflagration devolved into a multi-front war. But as it was, all were confidently prepared to face what they were about to initiate.
