Status: offline 		Other than the first winter do the Soviets recieve any other advantage over the Axis during any type of bad weather after 41...IE do the Axis get a moral hit?

Status: offline 		I think it only affects losses along the first winter, but it is a cost effective thing to do.

I am far from an expert though, so could be wrong.
