You may be looking at the wrong commander. The TF commander gets the ships within striking range but the air squadron commanders decide whether to take their units into battle or no. Fatigue is a big factor. After three days of carrying out attacks, most pilots will be tapped out. Unit morale is another factor. If losses have been high, unit morale plummets. If the fighter group is the part that took the losses and refuses to fly, the strike group will not fly without an adequate escort. And of course there is always weather over your CVs or over the target. If the target is WOXOFF the strike will not even take off.
