It's August 41 and the Finns are approaching North Leningrad. I build a line of new Fort Zones with no combat units on them on the 'No attack line'. Next turn I see the Finns have walked in and no combat reported. the FZ apparently just vanished. They had only 4 men in them at creation, is it why? Still they were built...
Can someone enlight me?

It is a common trap for newbies. (Happened to me too).

If you just create the fortified zone, it will have very low men&equipment, and so will be wipeout by attrition as soon as in contact with an ennemy unit.

Happened to me too. You need to build them a turn in advance. They fill up at the beginning of your turn during your reinforcement phase. Then in the following Axis turn they block Finnish movement.
