Status: offline 		Question: why isn't the Baltic States considered an Axis ally, instead of Allied, and why do they not have units. Each Baltic nation had a standing army, before the Soviet occupation.

Status: offline 		Because the Soviets occupied them by ultimatum and force.

The Baltics actually welcomed the Germans as they invaded Russia, at least to start.
