Exactly! Same for Resources/Oil.


I think this rule was set up so adjacent bases keep their minimum supply. How much is shipped therefore depends on that minimum required but as has been pointed out, it's a limited amount.

You need to ship strategic amounts.

Not convinced about this, never seen it but then I've never looked. First impression was to get to Fukuyama you have to cross two full sea hexes, one either side of the island but then I realised it was not two consecutive sea hexes. So possible and remain open to the suggestion.
