The Austrian Doctrines.
Jan. 1801

Austria had a very significant lead in military ability in 1792. The gap had only widened until very recently. In 1792 the O.E. was earning about 7 "experience" per quarter while the A.E. was over twenty. It had reached 30 while Turkey's slowly climbed to the lower 20's. With the occupation of Poland, the O.E.'s experience climb to 30 per quarter while Austria's dropped back into the 20's-I finally had achieved parity in that area, but at the rate of a few points per quarter, it would take a century or so to get caught up to Austria's standards.

One glaring example of its supremacy is the "formation drilling" doctrine. This doctrine will cost The O.E. 270 experience points. At the starting rate of 7 per quarter, this would take nearly 10 years by itself.

This situation has been, and will continue to be, first and foremost in my strategic planning. Major advances have been achieved, but there is a long ways to go to get caught up-and then achieve supremacy.

England had joined the war against Spain. This was clearly done not to help France, but to gain additional prize territories for the English Empire. Although there is nothing so wrong with that, it seems strange that England was so hell bent on punishing Russia for its surprise attack on Prussia, but seems to act as if the same dastardly act was OK if France was the target. Seems like a double standard.

Spain has suffered from the entrance of England none the less. The Spanish fleet was largely scuttled. This eliminated another possible threat to Turkish interests.

In this map you can see the location of the English "BEF". It slowly made its way across N.Africa before moving into Italy.

Hear are the recent battle reports-Spain is being worn down. However, France is still very much damaged from the early surprise DoW which led to some horrific losses.

The actions of the Austrian Emperor in sending a diplomat to cause insurrections in the Ottoman Empire shows just how desperate he is. This is an action that has been shunned by all for about 7 years.

I knew he was up to no good, but the viscousness of this act still took me by surprise. Upper and lower Moldavia broke away from the Empire. This had a very unfortunate affect of sending the second Army and additional units back to Istanbul.

Due to the earlier problems of the Austrian cavalry unit threatening my supply lines, I had largely withdrawn from Austria/Poland. The 2nd Army was in Moldavia at the time of the insurrection-as were multiple other units. I now need to move them back north ASAP. DoW Moldavia and recapture that area. This has cost me several months in possible actions against Austria-and production-including that from lost moral caused by the insurrection.

Another view of the forced redeployment.

The units go to the designated rally point. It makes sense for disrupted divisions, but not for this sort of thing.

In the military report you will notice the current experience rate of 29. It was at 32 before the insurrection and withdrawal from Poland. You can also see that my "ally", England, is "wavering". I strongly suspect England of keeping the Austrian Empire financially afloat during the long war. England has money to burn.

Here you can inspect the top 22 units of the Ottoman Army-sorted by moral.
In 1792 the typical moral was about 2.5-it has been a long road.

The economy is still growing. There is a good amount of surplus money each month, but it can easily be spent. There are many provinces that are languishing in improvements simply for a lack of money. I try to maintain a reserve of gold in excess of 1000-it is not always easy to do.

The unit cost increase level is now down to 24-a small, but appreciated improvement. At this rate it is nearly impossible for me to build new merchant ships or diplomats-forget about a guard division.

I still receive 1500 feudal levies each month in addition to the draft-a tidy amount that adds up. I have tried to maintain the population. Even so, it has dropped bellow the 100 mark recently. Austria's has dropped into the 50's-and many important provinces have "0" population/manpower.

Production Report

This is the current level of major items that are produced each month. These amounts should increase greatly in the years to come. There has been much effort put into paving the way for quick economic expansion-with paver bricks.

Adalia is part of the "Gold and White Belt" consisting of Adalia, Adana, Karaman and Aleppo. These provinces are the primary suppliers of cotton for the empire. Those same provinces also account for a good amount of the wool and cotton trade with Englansd.

The port in Adalia was expanded early on to gain additional income from the trade moving through it. In retrospect, I think it would have been better to utilized the road building plan first. It would have taken a little longer to reach level 7 ports, but I'm building the roads now anyway.

This is the January, 1801 national statistics. There is a wealth of information on this report. Unfortunately, some of it you cannot see unless you can open parts of the report. At some point I will take a few shots of other nations training doctrines.

Russia and Prussia generally have the lowest moral of all the nations. Why Prussia has been stuck at such a low level for all these years I do not know. It has been at peace for a very long time.

Economic Adjustments

There have been some small adjustments to overall production due to provincial improvements. A reduction in taxes would bring a large increase, but that cannot be afforded.

Moldavian/Balkans situation

It has been 3 months since the rebellion. The forces are now just getting into position to take them back. Tere were issues of a threat from the Austrians and safeguarding a new supply line. I could not just rush a reformed army back into the area-wouldn't be prudent.

By May, the insurrection was crushed-glory and moral rebuilt.

It was time to plan on a big summer push to punish Austria. This time the odds would be better than ever before.

Alas, it was not to be. An offer of peace came from Emperor Matto-Austria would give me Transylvania for peace. This was what I had wanted, and asked for, all along. As there was no guarantee of a decisive victory in another campaign, the whole exercise seemed to be a waste if the war was continued. I accepted the offer. The initial agreement was that I would propose peace in July, but I moved it ahead to June.

The reason for moving ahead with the peace was that France needed a real ally-England was tip toeing around without hurting Spain, while France was bled white. I wanted to get into the Spanish war as quickly as I could. I wanted N. African territory and some glory by actually winning a war. I was certain that if I could get an Army into action against Spain, Spain would crumble.

A treaty (Treaty of Anacona) allowing sharing of depots was initiated by Turkey. This allowed me to assist France in Italy, where it was isolated, until I could actually get into the war. I planned to cancelled my alliance with Spain so I could legally DoW it.

This map shows the extent of hostile moves by the Ottoman Empire against Austria in 1801-at the end of the war.

Here you can see one French army cut off in Italy. After the treaty of Anacona I was able to build a supply line across the Adriatic to assist the French Army with supplies.

Here are the terms of the Russian surrender to England and Austria. The financial burden placed on Russia is quite heavy. There was actually a 3rd treaty calling for more payments to England.

The French Situation in Italy is not good. However; Spain is leaving itself open to invasion by pursuing France to the Adriatic.

I decided to reduce taxes in an effort to increase textile production. The need for cash will soon be reduced-even with the new war with Spain. The emphasis will shift to provincial improvements.

The UCI is still very high-22%. It only drops 33 per turn-not 80.

Glory Report

Turkey is still in 6th place-it was 5th for a while. This will be changing soon from the planned war with Spain.

Notice the report of completed provincial improvements. Assuming that each one of these provinces would begin a new project the cost would be approx 280. In the current month that would leave Turkey with 85 for all other new expenditures. There have been many times that 4 projects were started at once-and a couple times of 6 at once. Any of the European powers could do the same with 10 to 15 in gold. However, the material cost is the same. If it costs textiles-then the O.E. has more.....
