Not something the game models, so for this scenario they shouldn't start too high.

An impressive feat by Speedy -- I wouldn't have thought he could evade Pauk's bombers with a BB force. As for Tobruk being a stalemate, the Axis are suffering an order of magnitude more casualties from the artillery duels. As long as the place flies the Union Jack, I'd say the Allies are winning there.

Simply you must select ANY OTHER or SAME HQ. Once changed, you will capable of embark those troops. Of course, you must spend PP to do it.
