One only has to think of the Button / Vandoorne discussions last year at McLaren to know that there can be competing views within an organisation - and such a situation can cause lengthy delays for decisions to be made and announced. I suggested that as a possible reason for the delay in announcing Bottas - you have suggested another, perfectly possible potential reason. Whatever the actual reason, the decision has been made.
