A dozen or so tank corps for 1942 is a pretty good target given the truck situation. Mileage will vary. In this game I'd say you could comfortably exceed that. Frankly, I'd be less worried about trucks here than simply putting them on the map and getting them battle experience. You don't need them to be fully mobile since you're likely looking at a long slow grind forward. Ironically, you probably need more trucks on the defense in 1942 in order to make whatever tank corps you've got as mobile and responsive as possible...and likely being held back a good distance from the front lines in many cases so they don't get gobbled up by a panzer ball. They hit and run and respond to fires. That's not really the case here. For your purposes a couple of dozen tank corps with, say, 3/4 of their trucks on hand grinding away might be better than half that amount zipping about on fire brigade duty. Then again, your AP budget only goes so far and it's entirely reasonable at this point to throw everything you got into rifle corps. If it's going to be a slow grind forward, then they're the unit of choice. I'd say that's what holding you back more than trucks per se. You're in a good position to raise 2-3 rifle corps per turn since you don't have unit losses to worry about and I assume you've got your command control completely ironed out. Call it 10 rifle corps per month for the rest of the year -- that's probably half the Red Army flipped over to corps by year's end, which is crazy good. Any tank corps raised will eat into that. (And down the line, into arty divisions.) With that in mind, 14 tank corps is good enough for gov't work.
