Unfortunately there is no way in the editor to conditionally assign planes to a ship based on its conversion status. I could have chosen to have the planes arrive on the conversion availability date, but because there is no way of knowing exactly when/if the player will decide to make the conversion, the planes instead arrive on the cruiser at game start. The player can use those Rufe groups as they see fit, but they're in-game and available if the player decides to make the conversion. As a side-note, for Japanese players of Focus Pacific, you'll notice that you get a lot more Rufe groups assigned to ships. These float fighters can be surprisingly effective in disrupting allied naval attacks on your surface TFs. Allied players also get a float fighter in Focus Pacific in the form of the Dewoitine HD.780, but they would have to sacrifice their naval search planes to field them.
