You really need both Italian HQs in North Africa to maintain a decent supply level. One garrison marches to opposite Siwa Oasis, ready to occupy that when the Italian's enter the war. Both Italian aircraft are flown to the North Africa front too (via Sicily) to near Tobruk (I upgrade the FTR first). You then gain another HQ and Corps in Libya through an event - I put the Corps in Tobruk, but you could just leave a Garrison there (maybe not for MP). Once the HQs are reinforced, you can bring all the Italian units in Africa up to full strength. I can usually do all this before Italy enters the war - you're then ready to begin a modest offensive and should be able to take out the Engineer the AI usually has at work in front of El Alamein. If you get lucky, you may even be able to take El Alamein itslef before the Afrika Corps shows up (and occupy the hill hex south of it. Sending a German FTR to Africa fairly early on also helps.
