Hi Ronnie, The rules should also allow RU to move one chit per turn between the two garrison areas. Once you give up on trying to keep the pact with Germany, you should start shifting high value chits to the JP/RU border area. Note, in the board game version (limit chits) you should also move 0 value chits to JP/RU border area. That keeps them out of the draw pool longer so the US will not have to worry about drawing them. In MWIF I don't think this would change the odds of drawing a chit (it is an infinite pool - fixed probabilities). Pat quote:
