Yes, first there is 6 impulses without rolls, but after that odds increase after each roll. And passing increases the chance.

Question: Italy and France are not in war, but Italian unit is in France now. Can it only enter hexes Germany has taken, or can it take hexes or attack too?

Italy can only enter hexes that Germany has taken. As long as a DOW isn't made by either side.

Unless a DOW is made:
- Italy can not take French hexes.
- Italy can not attack French units, unless they are in a CW hex.
- France can attack Italian units in German hexes.

If I select both boxes and use 2 surprise points to shift damaged suffered down one step, does that negate damage on the Italian cruisers completely?

And if I use the remaining points to increase damage done it is 2D and 3A?

If so, I am going with that.

No. I didn't forget that. It is just that I do not think I can do anything about it. I would need 7 surprise points to even target one of them. And even 6 more surprise points to get an X. Italy getting 13 surprise seems unlikely... [:D]
