As Stjeand has said we are playing a test game where rail repair is reduced to 2 hexes per turn. It is now August 1, 1941 which is the 7th turn of Barbarossa. For the first 3 or 4 turns the Axis advanced as strongly as ever (and perhaps even better than normal). This is not surprising as since the Axis get no rail repair on the first 2 turns anyway, it really isn't until the start of Turn 3 that any effect is felt. But now on the 7th turn, the Axis railheads are in some places up to 5 hexes behind where they would be but for the rail change. In other words instead of repairing 15 hexes over the past 5 turns only 10 hexes have been repaired. The screenshot below shows the current railheads in the North and Centre. Circled in Blue are where those railheads would be if rail repair was 3 hexes per turn. There is not much difference in the North because the Baltic States rail repairs automatically. But as you can see, the supply levels of my units in the Centre are quite a bit less than they would be if I was repairing 3 hexes per turn.
