But try to understand how stupid DR and Matrix make me feel. It's like I WANT to force feed my hard earned 70 bucks down their throats and they refuse to accept them! I do not expect anything material from them - no CD, no box, nothing, just a right to download bunch of good ole ones and zeros! We're talking about mid-90s Internet technology here.

I think this is a way too rough. I feel your pain and agree with your points, but please… do not act like this. I bet Matrix guys are working on your problem and this way or another it will be solved and you’ll get WitP soon…

After such DR bashing I just can’t imagine what do you think about Microsoft [:)]

Ah, but I LOVE Microsoft! Readers of the local computer magazine I write for accuse me of being paid by Microsoft, they are only guessing on the monthly sum I receive from them [:D] Which, of course is not true, I just happen to love Microsoft products, and their general philosophy. Without them - we wouldn't be able to play WITP (indirectly). Perhaps the game development world will still be on the level of PacWar (and even PacWar is built on MS technology, indirectly).

You see, I am sure one of the reasons DR has so many problems is they use Java based technology, ie. non-MS. [:-]

I agree Dr, is not a first class operation. Wish matrix would relieve them of their duties. They wouldn't be missed.[:@]

Who are these guys? Digital River I mean? Based on all I have read on this board I wouldn't trust them with going to corner store and buying a box of matches for me let alone handling "e-business" store selling my products, and handling my money (now I am talking from Matrix POV).

After all others, now it seems it's my turn to go thru "doing business" with those bozos...

There seems to be a problem when buying WITP via DD from my country (Croatia). I guess problem exists with other countries as well.

No matter what option I choose: US flag, EU flag, or "Other countries", when I click on Add to Cart I receive the following message:

"We're Sorry.
One of the products you selected has been excluded from purchase in your country.

Please use your browser's "Back" button, and select a different product."

Don't know why is it so, but Matrix guys if youre reading this could you check to see what's going on? I'll be able to download WITP only today and tomorrow, and I hope this will be resolved by then... I don't know what does it matter where I'm downloading the game from as long as I pay in US dollars or Euros, and my credit card (AMex, MasterCard) is OK, right?

PS. Croatia is not in the EU (yet) so I guess "Other countries" should be the correct option.

PPS. Also, up te some days ago I WAS able to put items in cart (though I never did actual buying) so I guess those "e-business gurus" from DR changed something in their procedures very very recently.

Matrix, I want to give you the money for this game, I live in a country that is not under any restrictions doing business with US, so please would you let me buy the game? [:@]

Apollo11 -> RE: More Digital River fun and games (7/10/2004 9:54:19 AM)

Hi all,

Yesterday (Friday) was Oleg's last day at work before he goes away for 1 month of summer vacation (Oleg is working as journalist in biggest and best Croatian PC magazine and he is editor in chief of specialized daughter magazine of same company meant for IT specialists).

Therefore I completely understand his frustration because he will be unable to get his hands on WitP in that 1 month (we don't have fast internet capabilities here except from work and just few of us have ADSL at home - also few Internet Cafe's that exist are not situated on Adriatic coast).

I wanted to get WitP together with Oleg (just like we bought UV together) but will have to make my own arrangements myself apparently.

BTW, is "CD" on demand option available when you order (I can't see that on DigitalRiver site because immediately when I press "Add to cart" the DR immediately crashes with error)?

I ask this because the main reason why Oleg and I wanted to order together was to cut don the shipping cost of additional WitP 2x CD delivery.

Today is Saturday morning European time and DR still has the same problem...

Hi Guys

DR claims that Croatia and some parts of Russia have very high credit card fraud and are being blocked. I have
since ask that it be removed that since it really not going to be a big deal for a downloadable wargamer company <g>.
At the same time I am not 100% sure this is the real issues but only time will tell. I will be dealing with is first thing on Monday forming am dealing. As soon as I know something you will know it.

David

pfnognoff -> RE: More Digital River fun and games (7/11/2004 10:17:27 AM)

Just out of curiosity, how does he know which parts of Russia? Man, that is some lame excuse for a poor e-store... I would think he should be able to know if a card is valid, do they know there are lists you can get from a credit card companies? I have a new Amex card with the USB reader on my part specifically to make my on-line purchases more secure, and he is telling me that... [:@]

[Edit]
What he calls "credit card fraud" is something the credit card companies should be concerned with, and not the stores. If the store has all the safety features card companies implement, they will get their money no matter what, no?

Just went over to the Paradox games site to see if they block or welcome my money. Guess what, I can buy from them...

Thanks for info and effort David!

But credit card fraud?!?!

This is what DigitalRiver's problem is?!?!

I am utterly confused... an pi**ed off at DigitalRiver I might say... we don't live in some sort of "Banana Republic" like DigitalRiver thinks... Croatia had it share of problems due to war with Serbia in past decade but we are European Union candidate country (hopefully to enter it in 2007) and we have proper laws and proper police and proper courts...

Also comparing Russian situation to Croatia is ridiculous... Russia is wild wild west of US 19th century...

BTW, a good friend of mine works for 10 years in biggest Croatian bank ( "Zagrebacka Banka" - http://www.zaba.hr/info/Default.htm ) on credit card frauds. He told me that monthly they receive false claims in size 0f 30000 $ which means that yearly biggest Croatian bank has damage of around 300000-400000$. That's nothing compared to what banks in the "civilized" west deal with...

P.S. [Edit]
Sorry but I am really really really angry at DigitalRiver over this... [:@][:(][&:][:@]

Just out of curiousity, try if you can order from here:

BTW, the DigitalRiver give that error message even before you can enter your data for possible payment with credit card (just like Oleg guessed I think they check IP address ranges)...

Can't buy from Eidos... two reasons...

#1
If I want to go with option "Update your Shipping Info" (to calculate shipping costs) I get transferred to unavailable WWW site by DigitalRiver:

http://www.digitalriver.com/dr/v2/ec_MAIN.ShopMaster

#2
If I don't go with option "Update your Shipping Info" (to calculate shipping costs) I get WWW page but there is no "Croatia" as country when you want to pay with credit card.

Since there is "Yugoslavia" in list (a country that doesn't exist for 10+ years) I guess they don't have updated list of countries (funny enough they list all kind of African countries where you would never want to travel to without strong military escort as your bodyguards)... laziness on Eidos behalf (for not updating country list)...

Of course “wild, wild west of 19th century” is totally inferior country to gorgeous Croatia, but somehow those barbarians do not have such problems with their credit cards…[8|]

I buy a lot of things on-line- books, software, DVDs, plastic models etc. and sometimes I also experience similar problems, but I can tell you that it’s always possible to find a way out. You can open e-card account in your bank (Visa or Maestro, note- it will cost you only $2-3 maximum), 99% of on-line stores accept these cards, and pay for your WitP copy with this card. You also can pay via Wire transfer or Western Union.

FYI, Digital River is not a single company that does not accept Croatian credit cards, many other on-line stores do not either.

We do not ship to the following countries due to the simple fact that the vast majority of orders from these countries are associated with credit card fraud:

China, Indonesia, Malaysia, Bulgaria, Serbia, Yugoslavia, Croatia, Nigeria, all former Soviet states (except Moscow, St.Petersburg (Russian Federation)).

Please note that this policy does not affect customers that deposit via Bank Wire, Cashier's Check or Western Union.

We apologize to the customers from the countries detailed below for the inconvenience caused.

The countries are: Albania, Armenia, Azerbaijan, Belarus, Belarussia, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Indonesia, Kosovo, Latvia, Lithuania, Malaysia, Moldova, Montenegro, Romania, Russian Federation (Siberia and Far East regions), Serbia, Slovakia, Slovenia, Ukraine and Yugoslavia.

Have you ever been to post-communist Russia (or do you know anyone who did spend some time there)?

If you did (or know someone) then you know that my comparison of Russia to "wild wild west of US 19th century" is, unfortunately, very true...

Few obvious examples (this is official EU WWW):

http://europa.eu.int/abc/index_en.htm#

As you can see Hungary, Czech Republic, Slovenia, Latvia, Lithuania, and Slovakia are full EU members (and Croatia is member candidate)...

Comparing them to China, Indonesia, and Nigeria is so ridiculous that this is beyond belief.

It is, pure and simple, incredible laziness and incompetence from certain on-line stores...

P.S.
I love your artwork and banners!

Perhaps you can be good enough to lower my sadness with all of this by creating me some nice Japanese FanBoy Club banner with beautiful white colored Zero fighter on blue sky... (hint! hint! hint!)

Thanks in advance!

P.P.S. [Edit]
Just realized that "Real Name: Matsuo Hagiri" can't be true name for "Subchaser" because that was Japanese WWII ace. Also his residence "Sparrow Hills" rings a bell as one of the areas in Moscow ("Vorobyoviy gory")... interesting... if true no wonder that my comparison of Russia to "19th century wild wild west of US" upset him... sorry...

I said this in my mail to you and will repeat it here:

That's radically wrong way of dealing with it!

From technological and legal standpoint - If they are suspecting credit card fraud - no problem but then they should take my credit card data, process it and see if my card is suspected of fraud, or ALL cards issued by my CC authority are suspected of fraud. If ALL cards ever issued in Croatia are suspected of fraud - no problem, but they don't even know IF I am CITIZEN of Croatia or not, or whether my card is issued by Croat authority or, say, Amex UK. All they know about me is that I am on the HR top level Internet domain.

Legally and tecnically they cannot conclude anything about the customer based on his IP address. For all they (or you) know I could be US citizen, with valid US credit card, currently living in Croatia. Or perhaps not even LIVING here, just using the Internet over HR top level domain. That's why I said their methods are radically wrong.

And BTW, if Amazon, Barnes Noble and half a dozen other web shops don't have problems accepting credit cards from Croatia I don't think Digital River will have problems either. And they have to SEND their PHYSICAL products (books, clothes...) here. DR just have to make download available.

As I already said several times - this is technological (and most probably legal) ignorance on the gross scale, on the part of DR.

Finally, you can imagine for yourself how probable it is that someone who's practicing CC fraud will use stolen cards to buy - wargames [:D][:D]

Oh, and another point - your Merchandise store (mugs, mosepads etc.) seem to have no problem with my credit card nor top level domain. [8D]

Keep in mind the holiday weekend and the fact that Digital River was closed from the 2nd - 5th. We've always said 1-2 weeks for the CDs and I think everyone understands that if you ship 100 packages across the US they won't all arrive in a predictable order. The one that ordered on the 3rd and got it on the 6 or 7 was in Seattle.
To me that says it was burned on the 3rd or 4th. Go figure.

I have been trying to account for the holiday, but seeing some across the country
get it even after I ordered it on the 1st is annoying as heck.

I am trying to account for the holiday, my patience is still here. No fingernails left though.
My ranting will not start in ernest until Thurs or Friday.

I would just like to know if they dropped it in the mail yet, but
order status doesn't tell you that bit of info. It just says complete.
Even though I have not done a DD etc.
