MWIF does not have WiF Classic ships. You must play with Ships In Flames.
The reason you have missed her is because she is added to the CW force pool 1943.

.P A number of cruiser designs were put forward during the war, in addition
to those actually built for the Royal Navy. Two of these, an 8-inch and a 6-inch
gun design were the most likely to be converted into the finished product, but
in the end, neither were. World in Flames allows the Commonwealth player the
chance to build five ships of the 6-inch design.
.P These 6-inch cruisers were to have resembled the Group III Town-class ships
in appearance as they were fundamentally an improved Belfast design with a
stronger anti-aircraft capability.
.P This class was to be known as the Neptune-class, a light cruiser of the same
name having been lost in 1941 (see HMS Neptune). Originally five ships were to
be ordered, although none ever were. When HMS Bellepheron, a Tiger-class cruiser
was cancelled, she was to have been a sixth Neptune-class ship but she too was
never ordered. Note: World in Flames has Bellerophon depicted as a Tiger-class
cruiser, hence only five the six projected Neptune`s can be built.
