That's a hoot isn't it! The city is 14.7-degrees north latitude, well inside the tropics, and at an elevation of 22 meters (practically sea level). The lowest recorded temperate for the city that I can find is 10-deg C. And, I find no record of it ever snowing there.

I'm of the opinion that the weather chart is not stating the exact weather in an area, but simulates a weather condition which hampers the effectiveness of the units in that area.

Therefore, the words: "Rain", "Snow", "Storm" or "Blizzard" are only used to give some kind of meaning to the weather chart itself. Otherwise, one could have a weather chart saying: Good, reasonable, average, bad, very bad. Instead, the developer chooses to use the words in the charts themselves.

Germany takes a combine and uses their naval move to move two u-boat units from Keil into the North Atlantic. The German u-boats try but fail to initiate combat.

A German u-boat unit already present in off the East Coast also tries but also fails to initiate combat.

Turn 15. Jan/Feb 1942. Axis #8. Germany. U-boats. Cape St. Vincent.

A German u-boats already present off Cape St. Vincent elect not to try to initiate combat. The Western Allies too have no interest in forcing a combat and as the non-phasing player also choose not to try to initiate.

Italy Land Action. Italy takes a land action, no so much that they needed to move ground units around but in order not to given the CW a chance to initiate naval combat off the Italian Coast and in the East Med.

Turn 15. Jan/Feb 1942. Axis #8. Japan. Combine. Amphibious Invasion. Legaspi, Philippines.

Japan takes a combine and uses that combine for a successful amphibious invasion of the Philippines. While the land was almost a forgone conclusion there was a 1% chance (roll of 2) that it would fail. Fortunately for the IJN the invasion didn't fail.

The IJN elects not to try to initiate naval combat in the Marianas. The USN, though they wish to, is unable to because their fighter unit was disorganized in the previous impulse trying to initiate a combat.

The IJN fleet in the Marshalls does decide to try to initiate a naval combat. The USN flies in a second fighter unit and two more nav air units. However, both sides fail to find the other so no combat occurs.

The IJN moves in a Siamese heavy cruiser to provide some direct escort to their convoys in the China Sea. It's not much but was all the Japanese could bring in given other objectives and the limited naval moves of a combine.

The IJN elects NOT to initiate combat, however the USN does. But, unfortunately for the USN, their subs fail to find the Japanese.

Estonia was bypassed by the Germans in the their rush to push east and is stilled controlled by the Soviets. It's a priority for the Germans next turn to correct this and fully secure their northern flank.

A Soviet partisan occupies Minsk.

I measure victory by faction and by the "Historical objectives" portion of section 4.2.6 of the players manual. My factions are: The Western Allies (CW, France and the USA), USSR, China, Euro-Axis (Germany, Italy and Vichy France) and Japan.

Their bids, in terms of objectives, is the sum of their historical objectives for this scenario. And that would be:

42 - Western Allies. 1 - China. 15 - USSR. 9 - Japan. 0 - Euro-Axis.

Currently, the Euro-Axis who hold a total of 26 objectives are in the lead with a score of +26. The remaining factions have adjusted scores (# objectives - # historical) of -15 for the Western Allies, 0 for China, -4 for the USSR and -1 for Japan.
