Turn 16. Mar/Apr 1941. Allied #1. USSR, North. Nothing spectacular by the Soviets. They straighten, and shorten, their lines in the north. Stalin designates Smolensk, Leningrad, Pskov and Novgorod as "Hero Cities". What this means is that no relief is available and these units are on their own for the foreseeable future. And, these units are to hold these cities to the last man and no surrender is allowed. Well, in Stalin speak "no surrender allowed" means that the immediate family of any man that surrenders will be arrested and possibly shot. Unless that family is of fighting age in which case they will immediately sent to the heaviest part of the front to die there for the glory of the "Soviet Motherland".
